Overall JESIP will touch
thousands of staff within
the response sector. It
will be the largest scale
training programme to affect
services ever. However, this
is only the start and JESIP
will also instigate change
that will last beyond the
end of the programme.

programmes seeking to improve
communication between the
emergency services such as
the Emergency Services Mobile
Communications Programme
(ESMCP) which is looking at the
future of mobile communications
for all services. We will ensure we
continue to liaise with those groups
where there is an obvious connection.
At the start of the programme,
JESIP considered the areas for
improvement and planned activities
against them. They fell into four
categories which we began work on:

Training and Exercising
For those involved in operational
communications, it is recognised
that there are historic problems with
communication between agencies
at incidents, especially the use of
handsets. Things such as getting
onto the correct interoperability talk
groups when under pressure and in a
time critical environment, are realities
that need to be addressed.
The foundation piece of work
for JESIP is the recently published
Joint Doctrine: The Interoperability
Framework. This guidance for joint
working is seen as a fundamental
platform for everything else JESIP will
do and paves the way for our legacy.
Our training courses and
awareness packages are designed
to train a range of people in what is
contained in the Joint Doctrine and
how they will need to apply it. The
first courses now completed are
targeted at operational and tactical
commanders in Police, Fire and
Rescue, and Ambulance Services.
This will be closely followed with a
course for control rooms and there
will be information made available
to partner response organisations.
