Streamlining processes fr
to the back of ce
T
he arrival of the centralised
computerised Penalty Notice
Processing system (PentiP)
establishes a consistent approach
to the issuing and management of
Fixed Penalty Notices (FPN) across
the country. A Home Ofce initiative,
PentiP is aimed at reducing red tape
and enabling ofcers to have more
time on the beat.
The PentiP system manages the
process once the of cer has issued
the FPN, including registering nes,
creating summonses, scheduling
educational courses in place of nes,
and so on. The system cross-checks
offenders’ details with forces across the
country, to ensure both new and repeat
offenders are treated appropriately.
PentiP replaces a mixture of
paper-based processes and different
databases, so it makes sense for
of cers to have the capability to input
the offence details electronically.

users to access and use data to
its best advantage to make high
quality decisions and achieve better
outcomes. Airwave’s SmartWorld
Applications are delivered by their
subsidiary Kelvin Connect.
An early adopter of Pronto,
Lancashire Constabulary has given its
of cers that electronic capability, with
the introduction of the Offender Seen
Conditional Offer (OSCO) option for
its Roads Policing teams. Using the
Pronto Roads Policing application, the
OSCO process is added to of cers’
PDAs and applied force-wide with a
single update.
At Lancashire Constabulary, the
OSCO process is known by of cers
as the Traf c Offence Report (TOR).
Leading the Pronto application
introduction is Sergeant Mark Sharples
from Lancashire Constabulary’s Road
Policing Department. Mark’s ‘day job’
is to look after Automatic Number Plate
Recognition (ANPR), but his interest
in technology has led to him working
closely with Kelvin Connect, the
Lancashire Constabulary IT department,
and the of cers using Pronto, to ensure
the implementation of the new process
is as straightforward as possible.
“It’s all about streamlining processes
from the roadside to the back of ce,
and increasing ef ciency,” said Mark.
“Our TOR process now enables
of cers to capture the offender’s
details and send them via the Central
Processing Unit for input to the
PentiP system, which handles the
process from there, checking for
previous offences and liaising with
the companies that run the various
courses such as speed awareness.
The new process brings advantages
for the of cers and at the back of ce,
and that isn’t always the case.
“When we went live with Pronto
for our TOR, we used the opportunity
to implement some changes to other
processes, so we just needed a single
software update. We have more than
2,000 PDAs issued to of cers, of which
1600 are in regular use, so ease of
update is important.*
“We also have the potential now
to enable the image capability on the
PDAs, which means that of cers could
take pictures at the scene of an offence
and have them embedded securely into
the process notes.
“This is an interesting time for
technology and the Police. There
are greater budget constraints than
have ever been experienced before
but it is recognised by ministers and
Police and Crime Commissioners that
investment in technology will allow
greater ef ciencies to be realised.”
